Place of performance and delivery is AFLCMC/C3NE, Building 1607, Hanscom AFB, Massachusetts. Required deliverables are four RT-2073 SCISR "BE-CDL" Transceivers, four RT-2073 SCISR 2 Without Crypto "Nighthawk" Tactical Crypto Transceivers, and nine Ku UP/DOWN Converters, with firm fixed-price unit pricing and delivery within 60 calendar days of award. The contractor must provide owners' manuals, warranty information, maintenance and care instructions, and all supporting documentation, with best-effort delivery and five days' advance notification to the government ordering representative prior to shipment.

Award will be made on Lowest Priced Technically Acceptable (LPTA) basis to an offeror not listed on the Supplier Performance Risk System National Security Systems restricted list; all specifications in Attachment 1 are mandatory requirements for technical acceptability. The Government will assess supply chain and cybersecurity compliance through SPRS and NIST. Offerors must submit an Organizational Conflict of Interest assessment with any mitigation plans and comply with FAR 52.219-14 Limitations on Subcontracting. Quotes must remain valid for 180 days.
