The Missile Defense Agency is pleased to announce the award of Technical, Engineering, Advisory, and Management Support (TEAMS) Command, Control, Communications and Battle Management Engineering (C3BM) advisory and assistance services to Parsons Government Services, Inc. - Pasadena, California (HQ0147-16-C-0070). The Cost-Plus-Fixed-Fee contract has an awarded value of $85,993,015 (2 year base and 3 one year options). This contract will support the development an integrated, fiscally sustainable C3BM System for the Ballistic Missile Defense System (BMDS) to be adaptable and responsive to intelligence based threats and defend the homeland, regional interests, allies, and deployed forces against ballistic missile threats. This procurement is managed by the Missile Defense Agency Consolidated Support services program office. The period of performance is through August 2021.

Amendment 0001 changes the fringe rate identified in Attachment L-07, EPW, Tab titled: Data Validation Lists, column "K" from $4.02 to $4.27.
A question and response related to this change is also posted as well as a minor change to Section L, page 31, List of Attachments (as highlighted in yellow text).
The proposal due date remains 05 Jan 2015, 14:00 CST.
Offerors are reminded to acknowledge receipt of this Amendment as per instructions specified in block 11 of the SF 30.

The Missile Defense Agency hereby releases the solicitation for HQ0147-16-R-0004, C3BM.
This acquisition is a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)) and the small business size standard is 1,000 employees (note: this size standard corrects the size standard identified in the pre-solicitation notice).
The Government intends to award a single, cost plus fixed fee, completion type contract. The contract will have a base period of two (2) years with three (3) one-year options.
To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov .
Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals are due not later than 05 Jan 2016, 2:00pm CST.
Questions concerning this solicitation notice are due not later than Wednesday, 02 Dec 2015, 16:00 CST and must be addressed to Mr. Lionel Nadeau at TEAMS_C3BMEngr@mda.mil .

This is a pre-solicitation notice posted in accordance with FAR 5.204. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL.
The Missile Defense Agency has a requirement to develop an integrated, fiscally sustainable Command, Control, Communications and Battle Management Engineering System (C3BM) for the Ballistic Missile Defense System (BMDS) to be adaptable and responsive to intelligence based threats and defend the homeland, regional interests, allies, and deployed forces against ballistic missile threats. The Engineering Directorate (DE) is responsible for technical design and development of the BMDS and supports its integration and assessment. The primary support under this task is for the Engineering functional organization.
The acquisition will be a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)) and the small business size standard is 500 employees.
The Government intends to award a single, cost plus fixed fee, completion type contract. The contract will have a base period of two (2) years with three (3) one-year options.
To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov .
It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about November 21, 2015. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
