About this opportunity

The Department of Veterans Affairs Office of Construction and Facilities Management has issued a Special Notice and Request for Information (RFI) soliciting industry feedback on a Standards Alert Memo designed to reduce inefficiencies and costs in VA healthcare facility design and construction. This RFI, numbered 36C10F26Q0045, was posted on April 2, 2026, and represents a non-competitive information gathering effort rather than a traditional procurement opportunity. The VA is not expending funds through this solicitation, and contractor participation is entirely voluntary. The initiative directly responds to a December 17, 2025 memorandum from the VA Secretary mandating the identification of opportunities to streamline facility design and construction processes while maintaining mission-critical requirements.

The primary objective of this RFI is to gather professional feedback from industry experts regarding the elimination or reduction of burdensome requirements, inefficiencies, and practices that contribute to increased costs and extended project delivery timelines in VA construction projects. Interested contractors must submit responses by 3:00 p.m. Central Time on Friday, April 10, 2026, using the provided form to Contracting Officer Jason Hardy at jason.hardy@va.gov; contractors requiring additional time may request an extension by contacting the Contracting Officer directly. To be eligible to participate, respondents should have at least 10 years of experience in healthcare design and construction across both private and public sectors. The feedback solicited encompasses current VA contract projects, the impact of adopting International Code Council and National Fire Protection Association standards, commercial standards incorporation, facility redundancy evaluation methods, interstitial space design, cost comparisons with Department of Defense and private-sector practices, and the influence of Facilities Guidelines Institute standards and VA Technical Information Library requirements on maintenance and operations.
