About this opportunity

The Department of Veterans Affairs, Network Contracting Office (NCO) 7 has issued a Special Notice announcing its intent to sole source a firm-fixed price contract to Raymond Engineering-Georgia, Inc. for Construction Period Services (CPS) at the Joseph Maxwell Cleland Atlanta VA Medical Center. The project, identified as 508-19-103, focuses on correcting critical FCA roof deficiencies in Buildings 1 & T13, located in Decatur, GA. Although the design contract is 100% complete and initial funding has expired, CPS services remain necessary to continue construction activities. The contract will cover engineering services through May 2, 2025, with the primary goal of ensuring proper execution of the original design intent.

The purpose of this Special Notice is to provide transparency regarding the government's intent to award a non-competitive contract for post-award construction support services. While no competitive solicitation will be issued, System for Award Management (SAM) registered firms can submit a capability statement by December 30, 2024, at 3:00 PM EST if they believe they can meet the requirement. Interested contractors must demonstrate the ability to effectively operate in the same project footprint as the current AE contractor and possess comprehensive working knowledge of potential design issues. Contractors must also be prepared to assume all design-related liabilities. The contract falls under NAICS code 541330 with a size standard of $25.5M, and the government will use any submitted responses to conduct market research and determine whether to develop an alternative procurement approach. Notably, there will be no reimbursement for firms preparing responses, and this notice is strictly informational.
