AMENDMENT #4- (21 Aug 17) Additional Questions and Answers
Q.4. In reference to question 2; says "if" a separate device is required for selecting frequency. Is it required that frequency selection be made by a separate device? Does a transmitter with an RS-232 serial port, to which a laptop PC can be connected, and used for frequency selection, meet the requirement without a separate frequency selection device?
A.4. NO to part ONE. A separate device is not required.
YES to part TWO. A transmitter that connects to a laptop or PC for frequency selection DOES meet the requirement without a separate device.
Q.5. If so, then is a separate device a requirement, unless it is needed to select the frequency?
A.5. YES, only, and only IF the transmitter needs a separate device. If so, then such separate device will be required.

AMENDMENT #2- (11 Aug 17) Due to technical difficulties with uploading attachments, Questions and Answers are provided below:
Q.1."Have differential data and clock OUTPUTS for the Encryptor (120 ohms)". We assume that this was intended to say "Have differential data and clock INPUTS for the Encryptor (120 ohms). Please confirm.
A.1. Yes, the Transmitter should have differential INPUTS to accept signals from the Encryptor.
Q.2. "Have a frequency selector port for a Serial control interface". Is this intended be to a SEPARATE port for accepting frequency selection from thumbwheel switches, or is this simply using a general-purpose serial port that accepts commands from a PC or other programming device? If it's a separate port, please define the pinout for the external frequency selection device. Also, if it requires a separate device for selecting frequency (thumbwheel switches, for example), is that selection device to be provided with the transmitter?
A.2. Yes, serial inputs is for a remote Thumbwheel BOX (or equivalent) for frequency selection. Yes, such box should be provided as well. Pinout at discretion of the manufacturer. A separate and dedicated port would be preferred but not required.
Q.3. "Have a minimum of FM/PCM and SOQPSK encoding transmission". Since this procurement is LPTA, it seems that there is no desire to have the ARTM Tier II (multi-h CPM) waveform. Please confirm.
A.3. Correct, multi-h CPM is not required. We mostly use NRZ-L and SOQPSK at this time.

The solicitation/contract number for this acquisition is FA9302-17-P-K076. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and DFARs Change Notice (DCN) 20161222. Federal Supply Class/Service (FSC) code is 5821. NAICS is 334220 and the size standard is 1,250 employees. Please carefully review requirements detailed below.
The following supply item the Air Force Test Center, Edwards Air Force Base, CA is seeking to purchase:
CLIN 0001: C-Band Telemetry Transmitter (Qty. 1 each)
- Must transmit in the frequency range of 4400 MHz to 4950 MHz and mid band
of 5091 MHz to 5150 MHz. (Programmable)
- Have a frequency selector port for a Serial control interface
- Must be Airborne to at least 40,000 Ft altitude
- Must operate on aircraft 28 VDC power
- Must have at least 10 Watts of power (fix or be adjustable)
- Have a minimum of FM/PCM and SOQPSK encoding transmission
- Have differential data and clock outputs for the Encryptor (120 ohms)
- Have an RF output connector for the antenna
Shipping: FOB Destination, Delivery Date: 60 DARO
This will be awarded based on Lowest Price Technically Acceptable (LPTA).
Defense Priorities and Allocations System (DPAS) does not apply.
