About this opportunity
The General Services Administration Public Buildings Service Region 8 is soliciting design-build services for the replacement of vehicle barrier systems at the Byron White Courthouse garage entrance and exit. The project involves the demolition and removal of existing Delta wedge barriers, followed by installation of Hysecurity StrongArm M30 and M50 barriers to establish a secure garage environment. The current barriers are inoperable due to power issues and severe rust corrosion and lack appropriate safety devices for personnel and property protection. Key contract requirements include that only USMS-approved security installers and electrical contractors are permitted to perform work on this project. The pre-solicitation notice was posted on February 23, 2026, with a deadline for questions and responses due by March 6, 2026. The project falls under Commercial and Institutional Building Construction (NAICS 236220) and Repair or Alteration of Office Buildings (PSC Z2AA).
This opportunity is designated as a total small business set-aside, restricting competition to small business entities. The pre-solicitation notice does not provide an estimated award value or specific budget range for the contract. No incumbent contractor or current service provider is identified in the notice. The scope of work encompasses design and construction of a new Active Vehicular Barrier (AVB) system with supporting infrastructure, though specific timelines for project completion are not detailed in the pre-solicitation announcement. Interested small businesses should prepare to demonstrate USMS security clearance and approval status for key personnel and subcontractors before submitting proposals in response to the forthcoming solicitation.
