About this opportunity

The U.S. Army Corps of Engineers, Mobile Directorate of Contracting, is seeking contractor capability and availability information to construct the Black Warrior and Tombigbee Alabama-Coosa Project Management Office in Tuscaloosa, Alabama, with a sources-sought response due July 7, 2026. The procurement will be structured as a Design-Build to Budget (DBtB) acquisition with an estimated construction cost between $24,000,000 and $26,000,000. The selected contractor will provide all plant, labor, equipment, and materials necessary for the complete project office, including site work, utilities, environmental remediations, and ancillary work, with design and construction responsibility resting entirely with the contractor.

Under the DBtB approach, the Government establishes a fixed Maximum Allowable Construction Cost (MACC), and contractors compete by proposing maximum scope, quality, and functionality achievable within that budget. The successful contractor must comply with applicable Department of Defense, U.S. Federal, and State of Alabama building and licensing requirements. The Government anticipates awarding a firm-fixed-price contract on a best-value tradeoff basis, with the offeror's design solution, technical approach, and cost-management capability serving as significant evaluation factors.

This sources-sought synopsis solicits information only; no proposals are being requested or accepted at this time. The inquiry precedes formal solicitation and serves to identify qualified contractors capable of executing a stand-alone design-build project within the specified budget parameters.

Notice text

This is a SOURCES SOUGHT SYNOPSIS.  No proposals are being requested or accepted with this synopsis.  The U.S. Army Corps of Engineers, Mobile Directorate of Contracting (DOC) is seeking information regarding capability and availability of potential contractors to construct The Black Warrior and Tombigbee Alabama-Coosa Project Management Office in Tuscaloosa Alabama.

The contract will require the selected contractor to provide all plant, labor, equipment and materials necessary to construct the required Project Office, including required site work, utilities, environmental remediations, and ancillary requirements, based on the Offeror’s Design-Build to Budget full design, in compliance with applicable Department of Defense, US Federal, and partner nation codes and standards.  The estimated cost of construction is between $24,000,000 and $26,000,000.

This requirement will be solicited as a Design-Build to Budget (DBtB) acquisition. Under the DBtB approach, the Government establishes a fixed construction budget, identified herein as a Maximum Allowable Construction Cost (MACC), and offerors compete by proposing the maximum scope, quality, and functionality that can be designed and constructed within that fixed budget. The successful contractor will be responsible for the full design of the Project Office, as well as all subsequent construction, in accordance with the Government's program requirements, applicable Department of Defense and U.S. Federal codes and standards, and the State of Alabama building and licensing requirements. The Government anticipates a firm-fixed-price contract awarded on a best-value tradeoff basis. Because the budget is held effectively constant, the offeror's design solution, technical approach, and ability to deliver scope within budget will be significant evaluation considerations in the resulting solicitation.

The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform this stand-alone construction requirement.  The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction.  The Small Business Size Standard is $36.5M.
