About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research to identify alternative sources for butterfly valves (NSN 4810-01-153-9363) used in the M978 Heavy Equipment Mobility Tactical Truck (HEMTT) tanker vehicles. These valves are critical components of the bulk transfer pumping assembly, controlling fluid flow through a disc mechanism that rotates parallel to the pipe when open and perpendicular when closed. The Government does not possess rights to the Technical Data Package or specifications for this proprietary component. Interested contractors must meet the Source Approval Program requirements, which include vehicle-level qualification testing at the contractor's own expense, with the TACOM Life Cycle Management Command overseeing the approval process. Responses to this sources sought notice are due by January 5, 2026, and submission is voluntary with no financial responsibility assumed by the Government. This notice is published under FAR Part 10 as a market research activity and does not constitute a formal request for proposals or constitute a procurement action.

The procurement involves no set-aside designation and reflects the current incumbent, Oshkosh Defense, LLC (CAGE: 75Q65), which manufactures the valve under part number 2248440. The Government seeks to procure 44 units with an additional option quantity of 44 units, though no specific award value or contract duration has been disclosed in this pre-solicitation notice. Contractors interested in competing must be prepared to invest their own resources in the source approval process and vehicle qualification testing, as outlined by the TACOM Life Cycle Management Command. Additional information regarding the Source Approval Program requirements and specific contacts are available through the Army's TACOM website and ombudsman office. The market research phase represents an early stage in the procurement process, allowing the Government to assess the industrial base before proceeding to formal solicitation.
