About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks boxed noon meals for the Butte Military Entrance Processing Station, with quotes due July 1, 2026 at 10:00 a.m. Eastern Time. The procurement is a Women-Owned Small Business set-aside, reserving 100 percent of contracting opportunities for WOSB concerns.
Place of performance is Walkerville, Montana 59701. The contractor shall deliver meals to the MEPS Operations Control Desk, located at 400 North Main Street, Suite 100, Butte, Montana 59701, no later than 10:30 a.m. daily.
The base contract period runs September 1, 2026 through August 31, 2027, with two optional one-year renewals extending through August 31, 2029. Historical volume totals approximately 2,259 meals over 12 months, with the government guaranteeing a minimum purchase of $1,500. Daily requirements average 9 meals with a maximum of 45 meals per day; the MEPS will notify the contractor by 8:00 a.m. daily of required quantities. Delivery is required Monday through Friday excluding legal public holidays and approximately five training days annually, plus up to 28 Saturdays per year and additional meals for up to two extended-hours "mission days" monthly.
Each noon meal must consist of a 6-inch submarine sandwich (white or whole wheat bread, minimum 2.5 oz., with 4.0 oz. minimum sliced meat—ham, turkey, or roast beef—and 2 slices minimum cheese except on veggie sandwiches), individually wrapped lettuce and tomato, 1 oz. minimum chips, chocolate chip cookie, medium apple, straw, napkin, and condiment package. Beverages include carbonated soft drinks, bottled water, iced tea, and whole milk upon request. Delivery is FOB Destination; the contractor bears transportation costs.
A current state or local health inspection report dated within 12 months of quote submission, scoring "A" or "B" (85 or above), is mandatory. The contractor must maintain current licenses and inspections, comply with state and local health department rules, accept Government Purchase Card payment, and comply with DoD personnel security and background check requirements. Evaluation applies the lowest priced technically acceptable approach, considering health inspection reports, past performance, and pricing reasonableness. Quotes must remain firm for 90 days from submission. NAICS 311991; PSC 8970.
