Notice text
This is a Limited Source Justification notice posted in accordance with FAR 8.405-6 and 5.301. In 2009, the Department of Commerce (DOC) contracted with TeraThink to conduct an in depth business analysis of the DOC Financial System and all associated feeder systems and interfaces with the purpose of developing a Total Cost Analysis for the DOC future financial system modernization effort. DOC now requires a refresh of that analysis to be completed in 2018 - 2019.
Conducting the refresh with TeraThink is necessary in order to capitalize on the investment already made by the DOC in conducting the original business case analysis and will signifcantly reduce the risk of experiencing duplicative costs in conducting the refresh activities. Only TeraThink has knowledge of the previous work completed and partnering with them to refresh existing documentation will leverage time and resources previously spent conducting the original analysis. Additionally, only TeraThink has the historical information, knowledge and acumen necessary to completing this time sensitive refresh with the least risk of wasting valuable government resources on redundant efforts.
Pursuant to FAR 8.405-6(a)(1)(i)(B), only one source was determined capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. TeraThink previously completed the in depth analysis and contracting with TeraThink again in necessary in order to capitalize on the investment already made by the Department of Commerce in conducting the original business case analysis. Further, it will involve little, if any, learning curve as opposed to acquiring the services from any other vendor thereby realizing cost savings and decreased use of government resources..
