About this opportunity
The Naval Supply Systems Command is seeking to procure repair and modification services for bus transfer switches under National Stock Number 7H-6110-016685025. The government requires a quantity of 2 units to be delivered to DLA Distribution in New Cumberland, Pennsylvania. This procurement is being conducted as a sole-source acquisition under FAR 6.302-1 authority because the government does not own the technical data rights necessary to competitively source these repairs, and it has been determined uneconomical to purchase the data rights or reverse engineer the components. The contracting officer will consider all proposals, quotations, or capability statements received within 45 days of the notice publication date (30 days if awarded under an existing Basic Ordering Agreement). The government has indicated it will not use commercial item procedures under FAR Part 12 based on market research, though interested parties may identify commercial solutions within 15 days of the notice.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No specific incumbent contractor or current service provider is identified in the notice. The procurement notice does not specify contract values, budget ranges, or detailed performance timelines beyond the delivery requirement to the Pennsylvania distribution center. The acquisition involves electrical control equipment classified under PSC code 6110 and includes considerations for Free Trade Agreements and World Trade Organization Government Procurement requirements. The original posting date was January 28, 2022, with a due date extending to October 31, 2025, suggesting this may be part of a longer-term procurement strategy or framework agreement.
