About this opportunity
The Bureau of Reclamation, Columbia-Pacific Northwest Region, is seeking bull trout tributary passage services to establish safe fish passage conditions for upstream and downstream movement of adult bull trout in tributaries flowing into Reclamation reservoirs during the spawning migration period from August through November. The agency intends to award this contract on a sole source basis to the Washington Department of Fish and Wildlife due to the urgency of the requirement, citing FAR 13.106-1(b)(1)(i) as the authority for this procurement approach. The contract will be awarded under FAR Part 12 and FAR Subpart 13 procedures, with the applicable NAICS code 541690 (Other Scientific and Technical Consulting Services) and service code F020 (Natural Resources/Conservation- Fisheries Resources Management). Interested parties who believe they can provide these services must submit written notification or capability statements with supporting evidence demonstrating their ability to meet the stated requirements. All responses must be received no later than 5:00 pm EDT on August 26, 2025, and this notice specifically states it is not a request for competitive quotes.
This procurement does not utilize any set-aside designation and identifies the Washington Department of Fish and Wildlife as the intended sole source awardee. The contract period of performance will be one year from the date of award, and the small business size standard for the applicable NAICS code is $19.0 million. A single source justification will be posted with the solicitation to support the Bureau of Reclamation's decision to proceed with a sole source award. The procurement is being managed by the Grand Coulee Power Office in Grand Coulee, Washington, and falls under the Department of the Interior's Bureau of Reclamation civilian agency structure. The urgency of establishing fish passage conditions during the critical spawning migration timeframe appears to be the driving factor behind the sole source procurement strategy.
