About this opportunity
The U.S. Army Contracting Command - Rock Island, on behalf of the Program Director Joint Services, intends to issue a solicitation seeking Trinitrotoluene (TNT) flake in accordance with military standards. The solicitation will use the Lowest Price Technically Acceptable source selection process and is anticipated to be issued on or after November 15, 2019, with responses due approximately 45 days later. The government intends to award up to three firm fixed price indefinite-delivery/indefinite-quantity contracts for a total minimum guaranteed quantity of 3 million pounds of TNT to be split among the awardees. Offerors must submit a First Article Test report within 270 days of award.
No set-aside designation will be used. The applicable NAICS code is 325920 for explosives manufacturing with a size standard of 750 employees. The estimated annual requirement is 6 million pounds and each contract will consist of five ordering periods to supply fiscal years 2020 through 2025 requirements. Contractors must be registered in the System for Award Management database and the estimated total value of the awards is unknown but will cover a minimum of 3 million pounds of TNT to be purchased over the five year ordering periods.

**THIS IS A PRE-SOLICITATION NOTICE.**
The U.S. Army Contracting Command - Rock Island, on behalf of Program Director Joint Services, intends to issue a competitive Request for Proposal (RFP), W52P1J-19-R-0075, on or after 15 November 2019 with an estimated closing date of 45 days after issuance. The RFP for Trinitrotoluene (TNT) in flake form in accordance with MIL-STD-248D, using a Lowest Price Technically Acceptable evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The following item will be solicited:

The applicable NAICS code is 325920, Explosives Manufacturing, with a size standard of 750 employees. The Government intends to award up to three Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. A total minimum guaranteed quantity of 3,000,000 pounds of TNT (to be split between all awardees); however, the Government reserves the right to award less than three awards. Each contract will consist of five Ordering Periods to award FY20-FY25 requirements.
If three IDIQ contract awards are made, future requirements will be competed between the IDIQ contract awardees following the fair opportunity process described in FAR 16.505(b)(1). Ordering procedures and selection criteria for Delivery Order competitions will be identified in the solicitation and contracts. The Government will reserve the right to divide future requirements on any basis and combination as determined to be in the best interest of the Government, and will reserve the right to award future requirements to a single contractor if determined to be in the best interest of the Government considering price and other factors such as Contractor performance and capacity.
The Government's estimated annual requirement is 6M pounds per year.
First Article Test (FAT) will be required. Offerors are required to provide a FAT report (Contractor Testing) within 270 days after award.
Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov.
