About this opportunity
The U.S. Army Corps of Engineers Engineering District St. Louis is seeking to procure up to 240,000 gallons of biodiesel fuel with a tolerance of minus 20% and plus 0%. The biodiesel must be soy-based and meet grades B10 through B14, complying with ASTM D6751 standards for biodiesel quality. Contractors must deliver the fuel directly from their facility or tankers into the CE64 Fuel Storage Barge located on the Mississippi River. The solicitation has undergone two amendments, with Amendment 0002 revising the performance work statement, adjusting fueling dates, and extending the proposal submission deadline. The final deadline for proposals is October 6, 2025, providing contractors with nearly a month from the original posting date of September 10, 2025.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The contract falls under NAICS code 324110 for Petroleum Refineries and PSC code 9140 for Fuel Oils. Performance will take place at Arsenal Street in St. Louis, Missouri, where the fuel storage barge is positioned on the Mississippi River. The procurement involves a substantial quantity of biodiesel fuel that could represent significant value given current fuel market prices, though no specific contract value range has been disclosed in the solicitation notice. The delivery method requires specialized transportation capabilities, as contractors must have the logistics infrastructure to deliver directly to a river-based fuel storage facility.
