About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a bulk air storage system with cylinders for the Explosive Ordnance Disposal Training and Evaluation Unit Two (EODTEU TWO) at Naval Air Station Key West, Florida. The procurement involves establishing a permanent dive locker with a comprehensive air storage installation to provide consistent compressed air for diving operations. The system must include four 5000 PSI ASME-coded steel cylinders with specific dimensions of 54" height and 9 5/8" diameter, two charging panels for cascading to diver's bottles, and one 6000 PSI charging hose. The government is currently conducting market research and seeking interested vendors to submit capability statements. The response deadline for this pre-solicitation notice is July 30, 2025, and the agency has indicated they are also researching options through GSA under NAICS code 333912, with GSA Federal Supply Schedule taking priority if suitable vendors are identified there.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No incumbent contractors or current service providers are identified in the solicitation materials. While specific contract values or budget ranges are not disclosed in this pre-solicitation phase, the technical specifications indicate a substantial procurement involving precision-manufactured pressure vessels with working pressures of 5000/6000 PSI and test pressures of 7875/10500 PSI. The anticipated performance period is expected to begin on or before September 3, 2025, with delivery required to the EODTEU-2 facility at NAS Key West. The procurement falls under NAICS code 333912 for Air and Gas Compressor Manufacturing and PSC code 7125 for Cabinets, Lockers, Bins, and Shelving. The system will include additional components such as cylinder clamps, storage racks, and a basic fill panel capable of simultaneously filling two SCBA or SCUBA cylinders.
