Added: Jul 18, 2016 10:04 am Modified: Aug 10, 2016 3:51 pmTrack Changes Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation’s most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, functionality, constructability, durability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values.

In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. GSA intends to issue a Request for Qualifications (RFQ) for a Design-Build (DB) contract for the existing Building 67 on the Denver Federal Center. This acquisition encompasses the design and construction of the offices and related space as required by GSA and Bureau of Reclamation (BOR). GSA is planning the consolidation of BOR’s directorates through a remodel project in Building 67. Data around how each directorate works, will be presented when the Request for Proposals (RFP) is released which are the result of a project development study performed by GSA prior to the release of this RFP. The design-build scope of work includes all labor, materials, design, engineering, construction, commissioning, and other related services necessary to support the consolidation effort and upgrade the finishes within the tenant spaces. The estimated design-build duration is approximately 24 months after the issuance of the notice to proceed. This development study will be provided for information purposes only. The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $33.5M.

The total space of the building consists of approximately 372,000 gross square feet, available for use by the multiple agencies for personnel, furnishings and equipment. The space will be designed and constructed in English units. The estimated total design-build cost is between $10,000,000 and $15,000,000. The consolidation project will involve housing approximately 1,029 federal employees and contractors within 169,785 rentable square feet within Building 67. BOR is the primary tenant of Building 67, presently occupying approximately 90% of the 372,000 gross square foot office building. Building 67 was built in 1967 and is comprised of 14 floors and a penthouse. The consolidation of employees within Building 67 also includes the relocation of BOR personnel currently residing in other locations within the Denver Federal Center. The existing structure shall remain fully operational and occupied during construction. No adverse impact on tenant mission will be acceptable. Relocating employees into swing space while construction to their work area transpires will be necessary. Upgrades to the existing building will focus on improvements within the tenant spaces, with minimal work on any of the major building equipment. The scope of Design-Build Services may include, but is not limited to, the following: design/construction documents and construction work, which consists of providing all labor, equipment, and materials for a complete buildout.

GSA intends to award a firm fixed price design-build contract pursuant to the Federal Acquisition Regulation (FAR) two phase design-build selection procedures (FAR Subpart 36.3). For this contract award process, GSA will issue two Solicitations in sequence: Phase 1 and Phase 2, respectively.

The purpose of Phase 1 (the Request for Qualifications) is to select the most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals). Once Phase 1 is complete, the Contracting Officer will invite the “shortlisted” Offerors to submit Phase 2 proposals. Maximum Number of “Short Listed” Offerors: The Contracting Officer will select a maximum of three (3) of the most highly rated Offerors to proceed to Phase 2. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 “shortlist” on FedBizOpps.

Phase 2 of the solicitation is prepared in accordance with FAR Part 15 and includes the Phase 2 evaluation factors, developed in accordance with 15.304. Phase 2 solicitations require submission of technical and price proposals, which are evaluated separately, in accordance with Part 15.

At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and all construction services pursuant to Federal Acquisition Regulation (FAR) Best Value Design-Build Selection Procedures (FAR Subpart 15.3). GSA envisions a highly collaborative design-build delivery approach for this project where the Design-Build contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient building. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. During the development period from initial concept to final design, the Design-Build team will work in close consultation with GSA, the stakeholders and the Construction Manager (CM) to ensure that all of the goals are addressed and that best value practices are utilized.

This procurement will be set aside to small business firms.

The RFQ will be issued electronically on or about late August online at: http://www.fedbizopps.gov/.
