About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking roof and HVAC repair services for Building 6619, a 25,300 square-foot single-story structure constructed in 2001 that houses the Directorate of Emergency Services at Fort Meade. The facility's roof is showing signs of disrepair potentially caused by age and improper construction, while the HVAC system lacks adequate capacity during extreme temperature fluctuations, creating uncomfortable working conditions for staff. Contractors must demonstrate five years of continuous commercial roof replacement experience within the past five years and three years of continuous commercial HVAC replacement experience within the past three years. Evaluation will focus on contractor qualifications, ability to perform the work with minimal disruption to ongoing Police and Fire Department operations, and responses to the sources sought notice regarding firm capabilities and experience on similar projects. Interested parties must submit responses by email to Contract Specialist Heidi K. Boyer (Heidi.k.boyer.civ@army.mil) with a courtesy copy to Kenneth L. Mitchell by March 3, 2026, at 12:00 p.m. EDT, with the pre-solicitation notice deadline set for March 6, 2026.
This contract opportunity is set aside for Woman-Owned Small Businesses, though the government actively encourages participation from all small business socioeconomic categories, including 8(a) firms, Service-Disabled Veteran-Owned, HUBZone, and Small Disadvantage businesses, contingent upon receiving responses from two or more qualified small businesses. The anticipated NAICS code is 238150 (Glass and Glazing Contractors) with a small business size standard of $19 million. The scope of work encompasses two primary contract line items: full roof replacement including demolition, structural inspection and repair, furnishing of new roofing systems with warranties, gutter and downspout replacement, lightning protection system replacement with testing, and exterior painting, along with HVAC system component replacement following professional engineering assessment and Testing, Adjusting, and Balancing certification. The performance period is 12 months, with work scheduled Monday through Friday from 0700 to 1630 hours local time, excluding federal holidays. Contractor personnel must be United States citizens, pass NCIC III background investigation at government expense, and complete required security training and awareness courses within specified timeframes.
Notice text
Building 6619 is an approximately 25,300 ft2 single story structure constructed in 2001 and currently houses FGGM’s Directorate of Emergency Services (DES). The Police department occupies the West wing of the building, and the Fire Department occupies the East wing. An engineering Study performed by Dhillon Engineering in 2024 identified several areas of concern with the space. The roof is showing signs of disrepair, likely due to the age of the facility, but there are also indicators of possible improper construction. In addition, the building's tenants report that, during extreme temperature swings, the building’s current HVAC system and components struggle to meet demand, creating a difficult and uncomfortable working environment for staff.
