About this opportunity

The Department of Agriculture Agricultural Research Service seeks concrete work for Building 6 at the Honeybee Breeding, Genetics, and Physiology Research Laboratory in Baton Rouge, Louisiana, with quotations due September 23, 2026. This is a Total Small Business Set-Aside with a small business size standard of $19.0 million, restricting competition to small business concerns.

Place of performance is Baton Rouge, Louisiana. The work comprises removal of existing limestone aggregate from the east and south sides of Building 6, site preparation including grading and compacting, and construction of two approximately 4-foot-by-8-foot reinforced concrete pads (4 inches thick, 3500 psi concrete with wire mesh reinforcement and expansion joints at 4-foot intervals) in front of pre-existing doors with awning covers. The contractor must remove all construction debris weekly, provide its own restroom facilities, and complete work within 45 days of notice to proceed. Work hours are Monday through Friday, 8:00 AM to 5:00 PM, excluding federal holidays. The NAICS code is 238110, Poured Concrete Foundation and Structure Contractors.

The performance period runs September 28, 2026 to November 30, 2026. Davis-Bacon prevailing wage rates apply; cement masons are subject to $16.24 per hour plus $2.56 fringe, and laborers range from $12.17 to $12.72 per hour. The government seeks firm fixed-price quotations evaluated on a lowest-price technically acceptable basis. Technical acceptability is rated acceptable or unacceptable based on the offeror's ability to provide a sound, compliant approach. Offerors must submit a Technical Approach Narrative, company experience documentation including up to three project references from the past three years of similar scope and complexity, and price evaluation for fair and reasonableness under FAR 12.204. Organized site visits are scheduled September 8 at 9:00 AM CDT and September 10 at 1:00 PM CDT; registration closes September 8 at 6:00 AM CDT. Questions are due September 14 at 4:00 PM CDT. Amendment 1 (posted September 18) posted site visit sign-in sheets and RFI responses; acknowledgement of amendment is required with quote submission.
