About this opportunity
The Federal Highway Administration intends to solicit an anticipated contract for Lender's Technical Advisory services supporting the Build America Bureau, with responses to this sources sought notice due October 27, 2026. This is market research to identify potential sources; non-response does not preclude future solicitation participation, and the government will not pay response costs.
The contract will provide independent, high-capacity technical advisory services across an unusually broad asset class universe: highway, transit, intercity passenger rail, freight rail, ports and maritime, aviation, transit-oriented development, and crosscutting infrastructure types. Work will be ordered by task order under six primary task areas spanning the full transaction lifecycle: prescreen assessment, pre-closing technical due diligence, financing documentation support, construction monitoring and disbursement verification, post-closing asset management and risk support, and program-level advisory support.
Required capabilities include lender-side advisory experience from commercial lenders, rating agencies, or public credit programs; multidisciplinary core engineering expertise; cost, schedule, and risk analysis; procurement and delivery knowledge; federal program and regulatory familiarity; and financial and credit literacy. Respondents should identify business size classifications, applicable GSA contract vehicles, and whether they can fulfill requirements independently or with subcontractors.
NAICS 541330 (Engineering Services) and PSC R425 (Support-Professional: Engineering/Technical) apply. Responses are limited to seven pages plus cover page and must address technical qualifications, asset class capabilities, capacity for concurrent assignments, experience with ID/IQ or BPA contracts, and feedback on acquisition strategy, pricing structures, turnaround standards, and strategies to attract small businesses, disadvantaged firms, and veteran-owned enterprises as both primes and subcontractors. Submit responses electronically to Josephine.Helms@dot.gov and Carolyn.Lethert@dot.gov.
