This is an unrestricted acquisition with no set-aside.
Place of performance is Bucharest, Romania. Laser lights are prohibited at the Embassy building due to airport proximity. Technical requirements include a minimum of 20,000 lumens per projector and visibility from 100 meters distance. Deliverables include a minimum of 20 high-quality photographs, at least one video per site, a written performance report, and a full technical rehearsal. Maximum budget is $35,000 USD per proposal, all-inclusive of design, production, placement, staffing, reporting, and VAT. The Government intends to award based on initial quotations without discussions, though discussions may occur with companies in the competitive range if necessary. Evaluation criteria include technical feasibility and clarity, demonstrated relevant prior experience, creativity and design quality, permitting and logistics approach, cost-effectiveness, and ability to meet staffing and equipment requirements.
