About this opportunity

The Mission and Installation Contracting Command - Fort Hood (MICC-FH) is seeking contractors to provide Base Test Support Services (BTSS) for the U.S. Army Operational Test Command (OTC) through a comprehensive support contract covering data management, document preparation, data collection, database development, data entry, reports generation, off-the-shelf instrumentation, and logistics support for operational test events. The services will support Army and multi-service operational tests conducted at multiple locations including Fort Hood, Texas; Fort Bragg, North Carolina; Fort Bliss, Texas; Fort Huachuca, Arizona; and Fort Sill, Oklahoma, with potential support for both CONUS and OCONUS locations. This pre-solicitation notice includes a draft Performance Work Statement (PWS) for industry review and feedback, with the government emphasizing that no proposals should be submitted at this time and that unsolicited proposals will not be accepted. Industry questions and feedback must be submitted via email using a specific Excel template by October 7, 2025, at 10:00 AM CST, with each question referencing specific PWS sections, though the government will not provide individual responses to submissions. The requirement falls under NAICS code 561210 (Facilities Support Services) and will result in a cost-plus-fixed-fee (CPFF) indefinite delivery/indefinite quantity (IDIQ) contract structure.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns under the applicable size standards for NAICS code 561210. The contract period is structured for five years, running from April 1, 2026, through March 1, 2031, with a potential six-month extension available to the government. The contractor will be required to support various types of testing including joint tests, multi-service tests, developmental tests, and operational tests, providing comprehensive field test support, data collection and management, equipment maintenance, supply operations, vehicle maintenance, and technical input for test planning documents. No incumbent contractors or current service providers are specifically identified in the notice, and no award values or budget ranges are disclosed at this pre-solicitation stage. The notice does not specify quantities of goods but emphasizes the broad scope of services required to support OTC's operational testing mission across multiple installations and potentially international locations.
