About this opportunity

The Defense Advanced Research Projects Agency (DARPA) has published a Special Notice announcing the consolidation of three existing task orders under its Biological Technologies Office (BTO) into a single follow-on contract requirement. The consolidation affects DARPA task orders HR001118D0007/HR001121F0031, HR001118D0006/HR001121F0024, and HR001118D0001/HR001121F0036, which currently provide Scientific, Engineering and Technical Assistance (SETA) support services. The consolidated requirement will be awarded as a single task order through the General Services Administration (GSA) One Acquisition Solution for Integrated Services Plus (OASIS+) contract vehicle. DARPA plans to issue the formal solicitation in March or April 2026 under anticipated solicitation number HR001126RE003. This consolidation effort is designed to streamline operations while maintaining service quality and accountability.

The primary objective of this consolidation is to achieve cost savings and operational efficiencies by eliminating redundant positions and reducing administrative burden, while maintaining or improving the quality of technical and programmatic support services provided to BTO. Eligible contractors must be GSA OASIS+ Unrestricted IDIQ holders, who will be notified directly via GSA eBuy regarding fair opportunity procedures in accordance with FAR 16.507-2 and GSA OASIS+ ordering procedures. The consolidated task order will operate under a hybrid pricing structure combining Cost-Plus-Fixed-Fee, Cost-Reimbursable No-Fee, and Award-Fee CLINs with a 6-month base period followed by four 12-month option years and a final 6-month period. Services encompass a broad range of activities including technical analysis, program support, acquisition assistance, concept development, SBIR management, and transition activities. The requirement includes small business subcontracting goals across multiple categories (small business 50%, socially disadvantaged 7%, women-owned 7%, HUBZone 3%, veteran-owned 3%, and service-disabled veteran-owned 3%).
