Solicitation for Shuttle Services, Bryce Canyon National Park
The Department of the Interior, The National Park Service, Intermountain Region, contemplates award of a service contract, one year base period and four one-year option years to the offeror whose proposal provides the best value to the Government for Transit Services located at Bryce Canyon National Park, Utah.

DESCRIPTION OF PROJECT:
The contractor shall provide all buses, personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the transit service that will be defined in the Performance Work Statement (PWS), and in accordance with the Federal Motor Carrier Safety Administration, Department of Transportation, Title 49, CFR Part 383, controlled substances and alcohol use and testing. Medical Advisory Criteria for Evaluation under 49 CFR Park 391.41, Department of Public Instruction Office Services, National Fire Protection Agency 10 (NFPA 10), and the State of Utah Department of Transportation.
The system operates during the period of highest visitation, i.e. late spring ¿ fall, with less visitation at the start and end of this season. The service is temporarily suspended during situations such as weather or emergencies, when buses cannot be safely operated.
The transit service consists of buses operating not earlier than 8 am ¿ and not later than 8 pm routes. A total round trip of the shuttle route is approximately 17.8 miles with an approximate travel time of 55 minutes. Additionally, two round-trip tours to a farther point (Rainbow Point) may be conducted, one in the morning and one in the evening. The Contractor may add trailers to the main vehicle to increase seating for a Rainbow Point twice daily round-trip. The altitude of the route changes from 7,620 feet at the Shuttle Staging Area to 8,296 feet at Bryce Point, and to 9,200 feet at Rainbow Point. The Bryce Canyon Visitor Center is at 7,888 feet. In an emergency, buses may be required to operate up to 9,200 feet at Rainbow Point (to transport fire crews for example).
The Contractor shall provide safe, timely, professional, and reliable services. The Contractor shall manage costs and resources effectively while meeting the terms of this contract and staying within the NPS approved annual allocation.
In addition, the Contractor shall also provide all labor, parts, tools, equipment, and supplies necessary for the operation, maintenance (routine and specialized), repair, rebuilding, replacement, upgrading, and cleaning of all transit vehicles.
There exists a current ¿Shuttle Staging Area¿ with available office space and parking area adequate to operate shuttle services and park all buses overnight. No maintenance may occur in this area. A separate maintenance facility operated off-site will need to be included in the proposal.
Emissions by the buses, including but not limited to NOx and PM, are a major concern of the NPS. Buses the Contractor proposes should meet, at minimum, the EPA Tier II standards for the size vehicles proposed by the offeror and generally be consistent with the EPA¿s National Clean Diesel Campaign if proposing the use of diesel vehicles.

This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) on or about August 15, 2015.The RFP and future amendments will be available, without charge, through www.fbo.gov or www.fedconnect.net by entering the solicitation number P15PS00077 in the quick search block.
A) Offerors: All responsible sources may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 485113 and the associated small business size standard is $14,000,000.
B) Brief Project Description: Following is a brief description of the current shuttle system at Bryce Canyon National Park along with a narrative detailing some of the Park's desires for the new shuttle services contract. The transit service generally operates not earlier than 8 am - and not later than 8 pm routes. A total round trip of the shuttle route is approximately 17.8 miles with an approximate travel time of 55 minutes. The route may include two round trip "tours" or service to Rainbow Point and transit staging. The most recent shuttle system used diesel powered vehicles Bryce Canyon National Park would like to make improvements over the current system in three main areas of emphasis while maintaining financial viability of the system: 1) Noise reduction, 2) Increased fuel efficiency, and 3) reduction of emissions.
C) Schedule: All dates are tentative and may change. Issue Request for Proposals August 2015; Proposals due September 2015; Award contract October 2015; Service begins April 2016.
D) Site Visit: The National Park Service may conduct a pre-proposal site visit; however, an exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation.
E) Proposed Contract Type: Firm fixed price contract with lump-sum pricing.
