About this opportunity

The United States Postal Service Facilities Construction R&A East CMT seeks an HVAC upgrade at its Brooklyn Rugby Station facility located at 726 Utica Avenue, Brooklyn, New York 11203, with proposals due July 23, 2026. The estimated construction cost is between $3,000,000 and $4,000,000, with completion required no later than 750 calendar days after the Notice to Proceed.

The scope comprises nine work items: removal and replacement of the existing 908 MBH boiler plant with a new 1,500 MBH high efficiency condensing boiler and associated components; replacement of the hot water distribution system including three new hydronic cabinet unit heaters, two new horizontal discharge hydronic unit heaters, and new fin tube radiation with controls; replacement of three 15–20 ton DX split systems; replacement of five roof-mounted exhaust fans and installation of one new vehicle exhaust fan in the garage with removal of one sidewall exhaust fan from the second floor men's toilet; installation of a new 18 MBH ductless mini split system in the elevator machine room; complete replacement of the building management system with integration of all HVAC components and setup for future connection to the USPS Enterprise Energy Management System; all associated electrical work; commissioning assistance; and system testing, balancing, and facility operator training. All work must comply with applicable codes and local regulations.

Minimum requirements are evaluated on a pass/fail basis. Contractors must provide two comparable project examples, proof of a minimum of five consecutive years in the construction business, and a signed price proposal. The USPS bases award decisions on best value, prioritizing lowest overall price but willing to award a higher-priced proposal if superior technical or management features merit the increase. A pre-proposal meeting is scheduled for July 1, 2026 at 9:00 a.m. on site; attendance is strongly recommended. The NAICS code is 236220, Commercial and Institutional Building Construction. Responses are submitted through USPS eSourcing Coupa.

Notice text

The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a HVAC Upgrade project, at the United States Postal Service owned Brooklyn Rugby Station 726 Utica Avenue, Brooklyn, NY 11203, Kings County.  Please see attached Summary of Work.

The estimated cost of the work is between $3,000,000 and $4,000,000; with construction completion no later than Seven hundred fifty (750) calendar days after receipt of the Notice to Proceed.

The solicitation will open June 23 2026 on USPS eSourcing Coupa (see How to Participate below) and close on July 23 2026.  A pre-proposal meeting for this project will be held on July 1, 2026 at 9:00am, (local time) on site.  Attendance is not mandatory but is strongly recommended.  Technical inquiries are to be addressed to Phil Quense, Architect/Engineer, Crane Associates, at (908) 203-8788, or the USPS Project Manager, Efe Kaynar at (718) 314-6871.

The Postal Service bases contract award decisions on best value.  The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features.  The benefits of a higher priced proposal may merit a higher price.

MINIMUM REQUIREMENTS:
The Requirements below will be evaluated on a Pass/Fail Basis.

Experience Profile: Two examples of comparable projects as defined on form under Attachment 22: Experience Profile.
Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years.

Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in seven (7) calendar days of receipt of a Notice of Intent to Award.

All projects are solicited and awarded as singular events. Awardees may have multiple projects in the construction phase at the same time and would be required to obtain full bonding for each project during the agreed upon construction period. Construction will not be delayed due to the inability to acquire and maintain bonding on multiple projects simultaneously.

Successful offeror will be required to submit a Project Specific Safety Plan acceptable to the USPS
