About this opportunity
The United States Department of Agriculture Agricultural Research Service (USDA-ARS) Northeast Area is conducting a market survey to identify qualified contractors capable of manufacturing a 15-foot broadcast seeder and 6-foot flail harvester. This Pre-Solicitation Notice seeks to determine the availability of Small Business, SBA-certified HUBZone, Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors in the Farm Machinery and Equipment Manufacturing sector (NAICS 333111). The government will evaluate responses based on demonstrated experience, expertise, and capability to meet detailed technical specifications outlined in the attached specifications document. Interested vendors must submit a Capabilities Statement addressing their experience and qualifications without submitting a full proposal. Responses must be submitted by April 30, 2026 at 12:00 p.m., and this market research will inform whether the government limits competition to small business firms or proceeds with an unrestricted solicitation.
This Pre-Solicitation Notice contains no set-aside designation and identifies no incumbent contractors. No award value or budget range is disclosed in the notice, though the specifications indicate that two pieces of equipment must be delivered within 15 days of award to the USDA-ARS facility in Charlotte, Vermont. The procurement requires a broadcast seeder with specific features including an 18-22 cubic foot stainless steel hopper, adjustable metering wheels for various seed and fertilizer types, and a 15-foot mounting toolbar, along with a 6-foot flail harvester capable of adjustable cutting heights between 3-8 inches with a maximum weight not to exceed 2,000 pounds. The equipment must be delivered in new condition and fully meet all technical performance requirements detailed in the specifications document. Respondents will not be notified of the survey results, and submission of this notice does not constitute a government commitment to award a contract.
