About this opportunity
The USDA Forest Service, Allegheny National Forest, seeks broadcast herbicide application services for understory vegetation within the Bradford and Marienville Ranger Districts, with proposals due June 26, 2026. This is a Total Small Business Set-Aside (NAICS 115310, $11.5 million size standard).
Place of performance is Marienville, Pennsylvania. The contractor shall provide all labor, equipment, materials, herbicides, surfactants, transportation, and supervision for ground-based, high-volume spraying operations during the July–September operating window. All pesticide applicators must hold active Pennsylvania Category 05 (Forest Pest Control) certification. The contract is a single-award, firm-fixed-price Indefinite-Delivery/Indefinite-Quantity spanning five ordering periods through December 31, 2030, with a guaranteed minimum of $2,500 and a maximum cumulative value of $3,500,000.
Performance spans treatment units ranging from less than 10 acres to slightly over 100 acres, with typical initial task orders encompassing 2,000–2,500 acres. Contractors must be capable of treating up to 50 acres per day. Terrain varies from flat to slopes up to 35 percent. Spray drones are not approved for use. Equipment must traverse slash and logging debris; machinery is typically mounted to skidders or large tracked machines similar to a KMC rather than UTVs or tracked skid steers. Target vegetation includes understory treatment with glyphosate (1 pound active ingredient per acre) or sulfometuron methyl (1.5 ounces active ingredient per acre) applied at 25 gallons per acre, subject to specified buffer zones and climatic limitations. Payment is made per acceptably treated acre plus per gallon or pound of chemical applied. Service Contract Labor Standards apply; Forestry Technician prevailing wage is $27.32 base plus $5.55 fringe benefits per hour. Questions closed June 12. Incumbent is CR Turner Enterprises, LLC (IDIQ Award Number 12444322D0004). Evaluation considers technical approach, key personnel qualifications (Project Supervisor and Licensed Pennsylvania Commercial Pesticide Applicator), proposed equipment, past performance (up to three projects within three years involving forested herbicide application), and price.
