About this opportunity
The Federal Communications Commission seeks a contractor to develop, update, and maintain a comprehensive geospatial dataset of all Broadband Serviceable Locations in the United States and its territories, with proposals due April 1, 2026, and questions due February 9, 2026. The Step 1 submission deadline for Business and Relevant Experience is April 1, 2026 (updated by Amendment 2, which supersedes the earlier March 4 deadline).
Place of performance is hybrid—remote and onsite at FCC headquarters in Washington, DC, with travel within 200 miles at no additional cost to the government. The contract comprises a 12-month base year plus four optional 1-year periods running through February 24, 2032, with performance beginning February 25, 2027.
The Fabric dataset must include all residential, non-residential, and multi-use structures across all 50 states, tribal lands, the District of Columbia, and U.S. territories. Each structure record must contain a unique location identifier, latitude/longitude coordinates (minimum 5 decimal places in WGS84), standardized address information, unit counts, Census Block identifiers, H3 hexagon identifiers, and BSL classification rationale. The contractor shall deliver biannual updates (June and December), quality assurance reports, challenge impact reports, version change reports, project management, transition-in and transition-out planning, and support for the FCC's challenge adjudication process. The contractor must possess geographic information systems expertise and is prohibited from selling or disclosing personally identifiable information.
The contract incorporates four contract line items: Project Management and Support (Firm Fixed Price, 12 months); Fabric Dataset development and maintenance (Firm Fixed Price); Support and Special Projects with sample activities (Firm Fixed Price/Labor Hour hybrid); and Travel (Other Direct Costs, not-to-exceed $5,000 per period). Key personnel—at least three individuals including one with managerial oversight—must obtain FCC security clearance within 30 days of award; U.S. Citizens require approximately 10 days, non-U.S. Citizens require 90–120 days.
Data usage rights are structured in three tiers. Tier 1 (Minimum Required) grants the FCC non-exclusive, perpetual, irrevocable license for internal use, derivative creation, aggregation, and publication under the Broadband DATA Act; service providers, state/local/tribal governments, and federal agencies receive limited end-user licenses. Tier 2 (Preferred) expands FCC rights and grants perpetual use to non-FCC licensees. Tier 3 (Most-Preferred) permits unrestricted record-level publication. Offerors may submit up to three Data Usage Rights proposals, each paired with a single price proposal.
Evaluation employs a two-step advisory process. Step 1 evaluates Relevant Experience (15-page limit) based on three recent projects of similar size, scope, and complexity, with at least two as prime contractor. Step 2 evaluates Technical Approach (45 pages), Data Usage Rights (5 pages), and Price. Non-price factors are significantly more important than price. Technical proposals must address project management plans, data sourcing and dataset creation methodologies, error reduction processes, transition-in and transition-out plans, and Quality Assurance Surveillance Plans per PWS Sections 4.1–4.6 and Section 7.
Proposal volumes consist of Volume I—Business (no page limit); Volume II—Relevant Experience (15 pages); Volume III—Technical Approach (45 pages); Volume IV—Data Usage Rights (5 pages); and Volume V—Price (no page limit). All submissions must use Times New Roman 12-point font, single-spaced, one-inch margins, and be submitted as Word or PDF via email to James.Batten@fcc.gov and EAC-Proposals@fcc.gov.
