About this opportunity

The Naval Sea Systems Command, Department of the Navy, is procuring uninterrupted technology support services for the Naval Undersea Warfare Center Division Keyport (NUWCDIVKPT) through a sole source bridge contract. The services encompass Corporate Information Technology infrastructure, software development and support, and related services across four organizational divisions: Corporate Operations, Test and Evaluation, Undersea Weapons Department, and Undersea Systems Sustainment & Engineering Department. These support services are critical to maintaining multiple defense programs including the Aircraft Carrier Tactical Support Center (CV-TSC), Undersea Warfare Decision Support System (USW-DSS), Countermeasures Set Acoustic (CSA), Tactical Decision Aid (TacDA), Advanced Skills Management (ASM), and Obsolescence Management Information System (OMIS). The procurement will be conducted under FAR 6.302-1 (Only One Responsible Source) authority, indicating that the government has determined no other contractor can satisfy its requirements. The pre-solicitation notice was posted on February 5, 2026, with a due date of February 21, 2026, providing potential competitors a limited window to submit questions or challenge the sole source determination.

This contract is being awarded to Network & Simulation Technologies Inc., doing business as Netsimco, located in Middletown, Rhode Island, with no small business set-aside designation. The bridge contract is structured as a Cost Plus Fixed Fee (CPFF) arrangement with an 8-month base period of performance beginning May 30, 2026, to provide continuity following the expiration of the current contract on May 29, 2026. The notice indicates that two 3-month option periods were originally contemplated, though the revised description references an 8-month base period, providing flexibility for contract extension. The specific dollar value of the contract is not disclosed in this pre-solicitation notice, though the CPFF structure and scope of technical support services across multiple programs suggest a substantial procurement. The timing of this bridge contract demonstrates the government's intent to maintain operational continuity with the incumbent contractor during preparation of a full and open competition or long-term follow-on procurement.
