Notice text
Notice of intent to award Sole Source contract under Air Force Bridge Action Reduction Plan Guidance and IAW FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to issue a sole source contract effective 1 March 2019 to the incumbent. The incumbent contractor State Office of Education, Utah (USOE) will provide Hill AFB Dining Facility (DFAC) Full Food Service. It is anticipated the bridge contract requirement will be for up to 12 months with 3 month basic period (1 Mar 2019 to 31 May 2019) and three 3 month options. The Hill AFB appropriated fund food service operation consists of the Hillcrest Dining Facility, located in building 519 and Fast Eddie's Grab-N-Go Kiosk, located in building 39 in a secure area on the flight line. These facilities are dedicated to providing full meal service and meeting the nutritional needs of DoD personnel who frequent the facilities.
The bridge contract is required to continue service with the incumbent as a result of a pre-award solicitation protest for FA8201-19-R-0002. The pre-award protest of the solicitation created an unforeseen time delay in the acquisition process. Subsequently, although two or more small businesses are capable, the bridge contract is required because the incumbent is the only contractor capable of meeting the needs of the Government with continued performance before the current contract expires on 28 Feb 2019.
With the current contract expiring in less than a month, even with the protest resolved, there is not time to permit a competitive solicitation, receipt of proposals, award, and provide phase in period for successor contractor NLT 28 Feb 2019.
The NAICS code for this requirement is 722310. This notice is not a request for competitive proposals. The ombudsman is Jonna Hancey at email jonna.hancey@us.af.mil. Questions should be directed in writing to Contract Specialist Travis Hill at travis.hill.12@us.af.mil and Contrating Officer Dawn Schmidt at dawn.schmidt.1@us.af.mil.
