About this opportunity
The U.S. Department of the Interior Fish and Wildlife Service (USFWS) has published a Special Notice regarding a Notice of Intent to Award a sole source contract for breeding waterfowl surveys in Iowa. This announcement, posted on March 31, 2026, with a due date of April 15, 2026, indicates the agency's intention to award a firm fixed price contract exclusively to the Iowa Department of Natural Resources LLC without competitive bidding. The contract authorization derives from FAR 6.302-1, which permits sole source awards when only one responsible source can satisfy agency requirements. The NAICS classification for this work is 541690 (Other Scientific and Technical Consulting Services), with a size standard of $19.0 million. This is not a competitive solicitation but rather a formal notice of the agency's intent to proceed with a non-competitive award.
The primary purpose of this contract is to conduct breeding duck pair surveys across 400-600 Iowa wetlands during each May, covering a base performance period with up to three optional years contingent upon funding availability. Interested parties who believe they can fulfill this requirement are invited to submit a written statement of capabilities with clear and convincing evidence that competitive acquisition would benefit the government; however, all costs associated with preparing and submitting such responses are the responsibility of the respondent and will not be reimbursed. The Iowa Department of Natural Resources has been selected based on its unique institutional knowledge, established survey methodology, extensive expertise, and logistical capacity, all of which are deemed essential for maintaining continuity and data integrity within this multi-decade monitoring program. The statement of capabilities deadline corresponds with the overall due date of April 15, 2026, allowing potential competitors a two-week window to present their qualifications for consideration.
