About this opportunity

The Naval Surface Warfare Center Philadelphia, under the Department of the Navy Naval Sea Systems Command, intends to procure three Miller Electric welding machines along with associated equipment on a sole source basis. This pre-solicitation notice indicates the government's intent to award the contract to only one source under the authority of FAR 13.106-1(b), citing circumstances such as brand-name requirements or exclusive licensing agreements that deem only Miller Electric reasonably available. The procurement falls within the Miscellaneous Welding Equipment category (PSC 3438) and the Welding and Soldering Equipment Manufacturing NAICS classification. Inquiries regarding this notice must be directed via email to christopher.m.mccarthy26.civ@us.navy.mil, as phone calls will not be accepted. The due date for questions and responses is December 2, 2025, providing a two-week window from the notice posting date of November 17, 2025.

This procurement has been designated as a non-set-aside contract, meaning it is not reserved for small businesses or other protected categories. Miller Electric has been identified as the sole source vendor for this acquisition. The contract action qualifies as a simplified acquisition, indicating the total value does not exceed the simplified acquisition threshold; however, no specific budget amount is disclosed in this pre-solicitation notice. The government seeks to procure exactly three welding machines with their associated equipment, though the anticipated timeline for delivery and implementation is not specified in the notice.
