About this opportunity

The Naval Undersea Warfare Center Division, Newport is procuring Furuno Radar System components through a brand name only acquisition under RFQ N6660425Q0502. This is a combined synopsis and solicitation for commercial items following streamlined procedures, with the Navy seeking to issue a single Firm Fixed Price purchase order for radar system parts. The brand name restriction is justified because Furuno radar systems are currently installed at several NAVSEA Shipboard Electronic Systems Evaluation Facilities, and interoperability requirements make only Furuno components suitable for repairs and maintenance. Using alternative manufacturers would require extensive system redesign, new wiring, software development, and qualification testing, resulting in prohibitive costs and schedule delays that would put the SESEF program at undue risk. The solicitation was posted on August 30, 2025, with quotations due by September 8, 2025, providing less than fifteen days for response as permitted under federal acquisition regulations. Amendment 0001 clarified that vendors should submit a single quote with pricing for all Contract Line Item Numbers rather than separate quotes for options.

This opportunity is designated as a 100% small business set-aside under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a size standard of 750 employees. The procurement falls under PSC category 5840 for Radar Equipment, Except Airborne, and incorporates provisions and clauses from Federal Acquisition Circular 2025-05. While specific award values and quantities are not disclosed in the available portion of the solicitation, the government intends to establish a contract structure using multiple Contract Line Item Numbers that include both base requirements and options. The place of performance is within the United States, supporting the Navy's shipboard electronic systems evaluation facilities. The solicitation emphasizes that this constitutes the only notice that will be issued, with no separate written solicitation forthcoming, requiring careful attention from potential offerors to ensure compliance with all stated requirements and deadlines.

AMENDMENT 0001 - This solicitation is being amended to answer questions from industry. All other terms and conditions remain unchanged.

Q 1 - Would you like 2  quotes with the options on the second quote so they are separate from the CLIN items  being they are listed as a option.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC), 2025-05, effective August 07, 2025.

Request for Quote (RFQ) number is N6660425Q0502 is being solicited as a 100% small business set aside. The North American Industry Classification System (NAICS) Code is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The Small Business Size Standard is 750 employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to issue a single Firm Fixed Price (FFP) purchase order for Furuno Radar System components on a brand name only basis. Furuno brand radar systems are currently in use at several NAVSEA Shipboard Electronic Systems Evaluation Facilities (SESEFs). Due to interoperability, only Furuno radar system parts can be used in repairs. Planning, designing, engineering, and testing another manufacturer's radar system would require new wiring and software development, complete system redesign and engineering as well as qualification testing. The monetary cost and schedule delays associated with using another brand are too high to offset any savings and benefits from competition and would put the SESEF program at undue risk of having a non-functional radar system.
