About this opportunity
The Department of the Navy Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Puget Sound, is procuring 18 MSA G1 Self-Contained Breathing Apparatus (SCBA) Air Cylinders as brand name Original Equipment Manufacturer items. These cylinders are specified as 4500 psi, 45-minute, low-pressure units without air packages and are classified as Critical Safety Items and Mission Essential Equipment for firefighting operations. The procurement requires offerors to be authorized distributors of MSA equipment and must submit an authorized distributor letter from the manufacturer along with their quotes. The contract will be awarded based on best value considering price, delivery lead times, and past performance criteria. The solicitation deadline was extended from May 22, 2025, to May 28, 2025, at 1200 PDT, with all questions directed to Walid Aslan at the contracting office.
This procurement is designated as a 100% Total Small Business Set-Aside under a firm fixed-price contract structure. The 18 cylinders represent part of a larger 2-year phased replacement logistics plan to replace 20 SCBA cylinders, with this initial purchase covering the first phase of the standardization effort. The contract requires delivery to Defense Distribution Depot Yokosuka, Japan, by May 30, 2025, supporting Commander Naval Forces Japan operations. The sole source justification emphasizes maintaining operational consistency with existing MSA G1 SCBA systems, as only MSA-certified technicians can conduct maintenance on these units. The procurement follows Federal Acquisition Regulation Parts 12 and 13 procedures and aims to reduce procurement lead times while ensuring seamless integration with current inventory and maintenance protocols.
