About this opportunity
The Defense Health Agency (DHA) issued a Limited/Sole Source Justification Notice for the renewal of cloud-based web-hosting services for the National Resource Directory (NRD), a system that provides 24/7 publicly accessible internet access, remote system administrator access, and ongoing security monitoring with operations management for all associated software servers, operating systems, hypervisors, hardware, and network infrastructure. The justification for this brand name procurement centers on AWS's existing FedRAMP Authority to Operate (ATO) from Washington Headquarters Services and DOD Chief Information Officer approval; transitioning to alternative cloud providers such as Microsoft Azure or Google Cloud Provider would require nine to twelve months for ATO approval, infrastructure modifications, and data migration, with associated costs in the hundreds of thousands of dollars. The contract was awarded to Amazon Web Services on March 6, 2026, under NASA's Solutions for Enterprise-Wide Procurement (SEWP) vehicle with a base period from September 30, 2025, to September 29, 2026, followed by two optional one-year renewal periods. Although initially contemplated as a sole source action due to the existing ATO, market research identified eight Service Women Owned Small Businesses (WOSBs) as approved AWS resellers on NASA SEWP, enabling the requirement to be competed as a 100 percent WOSB set-aside to achieve fair and reasonable pricing. The specific award amount was not disclosed in the notice; however, the contract involves subscription renewal funding through FY 2025 Operations & Maintenance appropriations.

The Contractor shall provide web hosting infrastructure and application integrations support. The Contractor shall provide Operations Management and operations of the environment to be inclusive of all the above components and their respective integration.
