About this opportunity

The Naval Sea Systems Command, on behalf of the Naval Surface Warfare Center Philadelphia, is procuring a Black Box Boxilla centralized Kernel-based Virtual Machine & Audio-Visual (KVM and AV/IT) management system to serve as a technology refresh and security upgrade for their LAN infrastructure. This brand-name only solicitation requires the equipment and services to meet specific technical and security standards, including TAA compliance, fault-tolerant architecture, National Information Assurance Partnership (NIAP) Protection Profile certification for peripheral sharing devices version 4.0, isolated data channels, and nonreprogrammable ROM. The Black Box Boxilla solution, specifically the Emerald KVM-Over-IP Receiver, was identified through market research as the only solution meeting these salient requirements, including mechanical and optical signal isolation, enterprise-level security with centralized command and control capabilities, and support for HD video resolutions up to 1920 x 1080. Award will be made to the low-priced responsible offeror whose proposal conforms to solicitation requirements and demonstrates technical acceptability. The offer due date is April 14, 2026 at 12:00 AM, with a closing date for questions on April 4, 2026; all inquiries should be directed to Dorene.c.nollie.civ@us.navy.mil.

This procurement is designated as a Total Small Business set-aside (hubzone small business). The solicitation includes 16 core supply line items (CLINs 0001-0016) with quantities ranging from 1 to 108 units per item, comprising various KVM system components, cables, switches, controllers, transceivers, and mounting brackets, plus one optional line item for additional system deployment and commissioning services. The total award value is not to exceed $34,000,000.00, with all items available on a firm fixed-price basis. Delivery of the Black Box brand-name equipment and services is requested by May 1, 2026, and payment will be made via Wide Area Workflow (WAWF) using electronic funds transfer. Performance will take place at NSWC Philadelphia Division, 1601 Langley Avenue, Building 542, Philadelphia, Pennsylvania 19112, with delivery designated as FOB Destination.
