About this opportunity

The U.S. Army Corps of Engineers Seattle District (USACE) has issued a Special Notice of Intent regarding the use of brand name or equal descriptions for a construction project at Fairchild Air National Guard Base in Washington. The special notice pertains to a FY26 project titled "Construct Hydrant Fueling Facility - Area C (DESC2506)" and was posted on March 19, 2026. USACE intends to solicit construction proposals that include a specific requirement for Best Lock systems, featuring a proprietary pin system and door hardware compatible with Cormax Best cores. This notice is issued under the authority of section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as referenced in DFARS 206.302-1(c)(2). The special notice invites interested parties to submit capability statements if they believe they can provide brand name or equal alternatives to the specified Best Lock systems requirement.

The primary objective of this special notice is to justify the use of Best Lock systems based on their compatibility with existing physical security infrastructure at Fairchild AFB, where the Air National Guard currently operates proprietary pin systems across all facilities. USACE notes that using an alternative locking system would result in substantial cost duplication due to incompatibility with existing door hardware and the need to duplicate maintenance training and contracts. Interested contractors must submit written capability statements with sufficient technical detail by April 2, 2026, at 10:00 AM PT to linda.s.obrien@usace.army.mil. All capable sources, including those proposing alternative systems, are eligible to participate; however, any compatible systems must comply with FAR Provisions 52.225-12 and Clause 52.225-11 regarding Buy American requirements for construction materials. This is not a competitive solicitation, but rather an opportunity for interested parties to demonstrate their ability to meet or exceed the stated brand name requirement prior to the formal construction contract solicitation.

Notice text

Notice of Intent for use of brand name or equal descriptions to meet requirements under section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as referenced in DFARS 206.302-1(c)(2).

SPECIAL NOTICE: The U.S. Army Corps of Engineers Seattle District (USACE) will be soliciting proposals for construction of a FY26 project titled: “Construct Hydrant Fueling Facility – Area C (DESC2506), Fairchild ANG, WA.”

As part of the construction contract solicitation, USACE intends to include the following brand name requirement: Best Lock systems, including a proprietary pin system and door hardware compatible with Cormax Best cores.

Justification: This requirement is essential for the proper management and maintenance of physical security at the new facility. The Air National Guard at Fairchild AFB currently uses a proprietary pin system that works with Best Locks to manage physical security across all existing facilities. The new facility must use a compatible system to ensure proper operation with the existing door hardware and to align with current maintenance training and contracts. Using a different system would result in substantial duplication of costs that are not expected to be recovered through competition.

This is not a solicitation for competitive proposals; however, if any interested party believes they can meet the requirement for a brand name or equal description for Best lock systems, they may submit a capability statement to the point of contact listed in this Special Notice.

All information furnished must be in writing and must contain sufficient detail to allow USACE to determine if the interested party can perform the requirement described herein. Compatible system(s) must comply with Provision 52.225-12, Notice of Buy American Requirement-Construction Materials Under Trade Agreements, and Clause 52.225-11, Buy American-Construction Materials under Trade Agreements.

All responsible sources may submit a capability statement, which shall be considered by the agency. The submission must be received no later than April 2, 2026, 10:00 AM PT to linda.s.obrien@usace.army.mil.
