About this opportunity
The Defense Logistics Agency Land and Maritime is conducting a market survey to procure brake shoes (NSN 3040-01-564-2110), a component classified under motor vehicle brake system manufacturing. Currently, BC Technical Center, LLC is the sole approved source for this item, as the government has determined that adequate specifications and technical data are not economically available for competitive procurement and reverse engineering is not feasible at this time. The primary objective of this pre-solicitation notice is to identify additional qualified manufacturers or suppliers who could potentially provide this brake shoe to expand the approved source list and enable future competitive procurement. Interested companies must demonstrate manufacturing capability and product quality equivalent to or exceeding the current approved item through the DLA Land and Maritime Source Approval Request (SAR) Program. The response deadline for the market survey questionnaire and any information regarding alternative sources is December 10, 2025, with inquiries directed to Contract Specialist Sarah Harmon at sarah.harmon@dla.mil.
No set-aside designation has been applied to this procurement. BC Technical Center, LLC currently holds the exclusive approved source status for this item, though the government is actively seeking alternative suppliers through this market survey process. The pre-solicitation notice does not specify an award value or budgeted quantity for the brake shoes. Companies wishing to qualify as approved sources must submit a comprehensive SAR package containing technical documentation that proves their product meets or exceeds the quality standards of the current manufacturer, with the applicant bearing full responsibility for demonstrating product equivalency or superiority to the original equipment manufacturer's specifications.

The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
