About this opportunity
The Department of the Air Force, on behalf of Tyndall Air Force Base, is seeking quotations from small businesses to procure 100 brake carrier assemblies per drawing 52-E-901 Rev G. The assemblies will be used in aircraft arresting systems to stop fighter jets during aborted takeoffs or emergency landings. Offerors must demonstrate the ability to meet specifications by providing capability statements, relevant past performance, and technical data by February 9th, 2022. The Air Force will evaluate vendors based on commercial sales history, product specifications, and ability to meet the urgent schedule.
This requirement has been set aside for total small business and uses NAICS code 336413 with a size standard of 1250 employees. Vendors must be registered in the System for Award Management and indicate any teaming partners. The place of performance is Tyndall AFB in Florida. Respondents should address their small business status and provide details on similar past efforts including quantity, period of performance, and customer. First article testing is required for any contractor who has not produced the assembly for the Air Force within the last 60 months.

Offerors are hereby notified that the Request for Quotation (RFQ) Aircraft Arresting System, Brake Carrier Assembly, requirement FA481922QA004, has been posted. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
FA481922QA004 shall be used to reference any written responses to this Solicitation.
Tyndall Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 336413. The size standard for this proposed NAICS is 1250.
Description: AFCEC/COMR has an urgent need to procure 100 each Brake Carrier Assembly, P/N: 52-E-901-1, NSN: 1710-01-189-4161. This item is a critical safety item (CSI) used to support BAK-12 Arresting Absorber System and Mobile Aircraft Arresting System (MAAS) whose sole mission is to stop tail hook equipped fighter aircraft on aborted take-off (engine failure) or when declaring an, flight emergency and requiring the aircraft to engage the runway barrier to prevent potential damage to the airframe and/or loss of aircrew. The shortage of Brake Carrier Assembly further delays Tyndall CEMIRT's AAS program over all mission. The lack of usable cores required to meet the technical order mandated ten overhaul and upgrade of BAK-12 Arresting Absorber System and in-turn the Mobile Aircraft Arresting System. MAAS are required to provide temporary barriers for air shows/training, runway repairs with displaced thresholds, and US aircraft /coalition contingency aircraft missions worldwide.
The contractor shall furnish all required parts, equipment, material, and labor to provide the following item in accordance with (IAW) all applicable codes, specifications, and industry/federal standards to CEMIRT at Tyndall AFB, Florida.
This requirement is for the procurement of parts and equipment for BAK-12 energy absorber repair, replacement, and fielding on a global scale for the Civil Engineer Maintenance Inspection Repair Team (CEMIRT) (Air Force Civil Engineer Center (AFCEC)).

The purpose of the above requirement item(s): Stopping tail hook equipped fighter aircraft on aborted take off (engine failure) or when declaring a flight emergency requiring the aircraft to engage the runway barrier to prevent potential damage to the airframe and/or loss of aircrew.
325 CONS is interested in receiving quotations form interested vendors. Include in your capabilities package your DUNS, Cage Code, and System for Award Management (SAM) expiration date, and any related specifications/drawings.
NOTE: RESPONSES TO THIS SOLICITATION SHALL STATE IF THEY ARE A SUPPLIER OR MANUFACTURER!
The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision." All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort.
