About this opportunity

The Defense Logistics Agency (DLA) at Redstone Arsenal, Alabama, is conducting market research for the procurement of an Environmental Control Unit (P/N 57K8031) for the Bradley Fighting Vehicle Upgrade in support of PM Mounted Armored Vehicle (MAV). The agency is seeking qualified manufacturing and supply sources for a two-year, firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract. Potential contractors must submit a two-page capability statement demonstrating their ability to meet the requirements, including their small business representation, cage code, and point of contact. The procurement will be evaluated on a lowest-price technically acceptable basis, with interested firms encouraged to respond, including 8(a), small business, small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The deadline for responses is May 26, 2025, and interested companies must be Joint Certification Program (JCP) certified to receive technical drawings.

The contract has a minimum IDIQ order quantity of 50 and a maximum of 400 units. The government is specifically interested in identifying at least two Women-Owned Small Businesses (WOSB) capable of fulfilling the contract; if fewer than two WOSB responses are received, the effort will become a total Small Business Set-Aside. Contractors will be responsible for comprehensive engineering services, including becoming a qualified source, and managing all aspects of the manufacturing and production process. This encompasses supply chain management, logistics, parts forecasting, long-lead parts procurement, material forecasting, and addressing potential obsolescence issues. The acquisition is being procured under Federal Acquisition Regulation (FAR) 6.101(a) to promote full and open competition, with the ultimate goal of identifying reliable sources for the Environmental Control Unit for the Bradley Fighting Vehicle Upgrade.
