About this opportunity
The U.S. Army Corps of Engineers (USACE) Portland District is seeking sources for a dredging project at the Bradford Island Fish Ladder Exit at Bonneville Dam. The project involves removing approximately 500-750 tons of material using a clamshell method, with material to be placed at a contractor-determined landfill. Interested vendors must submit a detailed response including point of contact information, CAGE Code, Unique Entity ID, and a Statement of Capability demonstrating technical competence in dredging operations. Technical inquiries should be submitted via email to Julia Carlton or Brandon Lasich by June 4, 2025. Vendors are required to be registered in the System for Award Management (SAM) and must provide documentation of their skills, knowledge, experience, and capability to perform the described work.
The pre-solicitation notice indicates no specific small business set-aside, though small businesses under NAICS 237990 are encouraged to specify their business category (8(a), HUBZone, Veteran Owned, etc.). The in-water work window is scheduled for December 1, 2025 through February 28, 2026, with potential optional work including approximately 400 tons of rock removal at the Bonneville Dam spillway. An additional component of the project may involve watermilfoil removal by divers in areas too shallow for traditional dredging. The project will be conducted during normal river flows, which will be passed through the Powerhouse during spillway rock removal. Small business questions can be directed to Maura Timmermann, the Portland District Deputy for Small Business, via phone or email.
