About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a Mounting Bracket with National Stock Number (NSN) 5340-013536095. Currently, Stratus Systems is the only identified source capable of manufacturing these parts, as the government has determined it is not economically feasible to reverse engineer the items or develop competitive specifications. The pre-solicitation notice, posted on February 26, 2025, invites potential alternative manufacturers to submit a Source Approval Request (SAR) package demonstrating their ability to produce the item to equal or better quality than the Original Equipment Manufacturer. Interested companies must provide their information directly to Contract Specialist Paul Ouedraogo by March 4, 2025. The SAR package must comprehensively document technical data proving the contractor's manufacturing competence.
The pre-solicitation notice indicates no specific set-aside designation for this procurement. Grove U.S. LLC is listed as an approved source for the NSN, though the current procurement appears focused on Stratus Systems. No specific award value or quantity was disclosed in the document. Potential offerors are directed to submit their qualification packages through the DLA Land and Maritime Alternate Offer/Source Approval Request Program, with the burden of proof resting on the contractor to demonstrate product equivalence. The procurement falls under the Hardware Manufacturing NAICS category (332510), suggesting this is a specialized hardware component critical to military or defense logistics operations. Contractors interested in being considered must thoroughly document their manufacturing capabilities and technical specifications to be evaluated for potential approval as an alternative source.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
