About this opportunity

U.S. Immigration and Customs Enforcement (ICE) is seeking to establish up to two Blanket Purchase Agreements (BPAs) for law enforcement equipment to support the Office of Firearms and Tactical Programs (OFTP) training and academy classes. The solicitation, numbered 70CMSW25Q00000006, covers a comprehensive master parts list of 368 different equipment items including holsters, cleaning gear, tactical equipment, targets, restraints, and specialized tools. Offerors must provide pricing for at least 60-79% of the listed items and be registered in the System for Award Management with ISO 9001:2015 compliance. The evaluation will be based on a trade-off analysis considering three primary factors: Technical Approach (most important), Delivery Time, and Price, with a focus on price reasonableness and best value. Quotes are due by May 1, 2025, with potential contractors required to submit detailed information about proposed items, including manufacturer details, part numbers, and potentially physical samples for items not already on the master parts list.

This solicitation is a 100% small business set-aside with a total estimated contract value of $49,500,000 over a five-year ordering period. The place of performance is located at Fort Moore, GA 31905, with individual BPA call orders limited to $7.5 million and task orders not exceeding 12 months. The master parts list includes a wide range of equipment from manufacturers like Safariland, Streamlight, and Magpul, with annual estimated quantities varying significantly across items - from as few as 5 units to as many as 200,000 units for specific equipment like Immigration & Customs targets. Contractors must be capable of manufacturing or supplying items in the United States, and the BPA will support equipping ICE field agents, academy students, and officers with mission-critical law enforcement equipment. The ordering period is expected to run from the date of award through five years, providing a comprehensive solution for ICE's equipment procurement needs.
