About this opportunity

The Department of the Army Materiel Command, through Army Contracting Command, is soliciting multiple Blanket Purchase Agreement (BPA) orders for Base Life Support (BLS) services at military installations in Indonesia. The services encompass a comprehensive range of support functions including portable sanitation facilities, water systems, waste removal, power generation, climate control, transportation, interpreter services, and various equipment and furnishings necessary to sustain military operations. Key contract requirements mandate that the contractor furnish all personnel, equipment, supplies, and materials required for continuous 24-hour service delivery unless otherwise specified, with key personnel demonstrating fluency in English and full responsibility for operational costs including fuel, insurance, and maintenance. The contractor must comply with Army Safety Program AR 385-10, OSHA standards, Indonesian safety requirements, and Defense Base Act insurance mandates. This pre-solicitation notice was posted on April 27, 2026, with a submission deadline of May 15, 2026, and prospective contractors interested in becoming BPA holders should contact CPT Emily DeYoung or MAJ Molly Libowski at the provided contact information.

This procurement is not designated as a set-aside and is open to all responsible sources, with competition conducted in accordance with RFO 12.201-1(e)(3) and established BPA terms and conditions. The notice does not identify specific incumbent contractors or provide an explicit award value, though performance is expected to commence as early as August 2026 and will be executed across multiple locations including Baturaja, Gadot Subroto, and Lampung. Services will be procured as individual call orders under existing BPAs, with contractors required to provide individual unit pricing to facilitate adjustments in performance periods, quantities, and service requirements. The government reserves the right to add additional BPA holders if determined to be in the government's best interest, and existing BPAs will be subject to annual review. Equipment must be delivered and operational by 1200 hours on the first day of performance and removed by 1600 hours on the completion date.
