About this opportunity
Army Contracting Command intends to solicit multiple blanket purchase agreement (BPA) orders for material handling equipment rental in Indonesia, with performance templated to commence as early as August 2026. This is a pre-solicitation notice with a response deadline of June 25, 2026. No set-aside applies; performance occurs outside the U.S. and its outlying areas under the established Indonesia Material Handling Equipment BPAs.
Place of performance spans multiple locations in Indonesia, including Baturaja. Work includes heavy equipment rental with qualified operators—hydraulic excavators, vibratory rollers, water distributors, D7 dozers, backhoe loaders, scoop loaders, motorized graders, dump trucks, skid steers, forklifts, cranes (including floating 16-ton cranes and boom trucks), and barges with operators—as well as bulk trash removal services. Standard equipment usage is 12 hours per day unless call orders specify alternate periods. All equipment must arrive in good mechanical condition with full fuel tanks; replacement equipment must be provided within 24 hours if any unit becomes disabled.
Contractors must supply their own personnel, supervision, equipment, supplies, facilities, transportation, and tools. Equipment operators must be proficient in conversational Basic English, hold valid host nation driver licenses, and maintain communication capability with the Contracting Officer and Contracting Officer's Representative. The contractor bears all operational costs including fuel, maintenance, parts, labor, insurance, permits, and hazardous materials disposal. Power generation equipment must comply with National Electric Code standards and applicable host nation environmental and hazardous materials handling regulations. BPA orders will be competed among responsible sources; interested vendors should contact CPT Emily DeYoung (emily.z.deyoung.mil@army.mil) or SFC Jason Sauer (jason.r.sauer.mil@army.mil). BPAs are reviewed annually and the government may add additional BPA holders at its discretion.
