About this opportunity
The U.S. Department of State's General Services Office, through the Embassy in Brussels, is soliciting proposals for mailroom courier services to transport U.S. Government mail and packages between designated facilities within Belgium. The acquisition will result in multiple Blanket Purchase Agreements (BPAs) to maximize competition, with individual calls not exceeding the Simplified Acquisition Threshold and an aggregate BPA value capped at 240,000 EUR. Key requirements include a primary daily courier route between the American Embassy and the Brussels DPO (Diplomatic Pouch Office) Monday through Friday, with arrival by 08:00 AM, plus secondary weekly scheduled routes to Antwerp (three days per week), Ardennes/Henri-Chapelle (once weekly), and Flanders Field (once weekly), each handling documents and boxes weighing approximately 2-20 kilograms. Critical qualifications mandate assignment of a fixed, vetted primary driver with permanent USAG access, a permanent alternate driver pre-vetted by U.S. Embassy personnel, and a courier vehicle equipped with a lockable cargo area suitable for tamper-evident sealing with a replacement vehicle for breakdown situations. Proposals must be submitted electronically by 14:00 hours Central European Time on Friday, March 20, 2026, to Brusselsbids@state.gov, with the email subject line referencing BPA I.D. #19BE2026Q0047.
This solicitation uses no set-aside designation and identifies no incumbent contractors. The BPA will be valid for four years, from April 1, 2026, through March 31, 2030, with pricing established annually in EUR and VAT exempt under Belgian law. The contract encompasses four distinct service routes: the primary DPO Daily Courier Service with 21 monthly runs over 6 kilometers, Transport 1 to Antwerp at 12 times per month over 48 kilometers, Transport 2 to Ardennes/Henri-Chapelle at 5 times per month over 188 kilometers, and Transport 3 to Flanders Field at 5 times per month over 80 kilometers. Pricing shall include all labor, materials, overhead, profit, and transportation costs. All bidders must register in the System for Award Management (SAM) at www.sam.gov prior to award, with no cost associated with registration or obtaining an NCAGE code, and performance will take place in Brussels, Belgium.
Notice text
The U.S. Embassy to the Belgium intends to issue a Blanket Purchase Agreement (BPA) for Mailroom Courier Services.

There is no cost involved, neither to obtaining the NCAGE code nor to register in SAM. Interested parties are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful bidder.
Interested parties are required to download the attached package and submit their pricing information via email to BrusselsBids@state.gov, ensuring that the email subject line references BPA I.D. #19BE2026Q0047
