About this opportunity
The U.S. Embassy Brussels, under the Department of State, is soliciting a Blanket Purchase Agreement (BPA) for the handling of unclassified diplomatic mail services. The BPA encompasses both inbound and outbound mail handling operations, requiring the selected contractor to manage diplomatic pouch pickups from Brussels National Airport, process mail through Belgian customs using Form 136F within 24 hours, deliver to the Embassy mailroom, and handle outbound transport to the airport for air freight to destinations typically in Washington, D.C. or Dulles International Airport. Key qualifications include designating a fluent English-speaking Project Manager, maintaining detailed shipment records, and ensuring compliance with Federal Acquisition Regulation requirements, particularly the preference for U.S.-flag air carriers. The solicitation requires submission of indicative pricing information via email to BrusselsBids@state.gov by 14:00 Central European Time on March 23, 2026, with the email subject line referencing BPA ID #19BE2026Q0046. All interested parties must be registered in the System for Award Management (SAM) before award, though this registration carries no cost and is strongly encouraged to avoid delays.
This solicitation carries no set-aside designation and identifies no incumbent contractor. The BPA has an aggregate value not to exceed 240,000 EUR (or USD equivalent), with individual task orders remaining below the Simplified Acquisition Threshold as defined in FAR 2.101. The agreement will be effective for four years, from April 1, 2026, through March 31, 2030, with services required Monday through Friday excluding U.S. and Belgian legal holidays unless specifically authorized. Inbound pouch delivery is scheduled at a frequency of six times per month, while outbound airfreight services occur approximately 500 times per month, supplemented by additional services such as fuel charges, security fees, and formalities processing occurring three times monthly. All pricing must be submitted in EUR, VAT-exempt per Belgian regulations, and include labor, materials, overhead, profit, and transportation costs. The work will be performed in Brussels, Belgium, at coordinates 1000 Brussels.
