About this opportunity
The Fish and Wildlife Service seeks to establish a Blanket Purchasing Agreement for Wildlife Inspector Canine Handler Team training and support services, with proposals due August 21. The procurement is a Total Small Business set-aside under solicitation 140FS326Q0135, issued by the Office of Law Enforcement in Virginia.
Place of performance includes contractor facilities, federal training sites, and operational ports of entry. The period of performance runs five years from the date of award, anticipated September 10. The BPA structure establishes an authorized limit of $250,000 for the life of the agreement, a not-to-exceed call limit of $50,000 per call, and an overall ceiling of $500,000, with a minimum order of $2,000 per call. Awards will be made as Firm-Fixed Price commercial orders via purchase order.
The contractor must be an accredited canine training institution compliant with federal regulations, the Animal Welfare Act, and IATA Live Animal Regulations. Deliverables include canine procurement and suitability assessment, initial handler and team training, maintenance training and annual recertification, training curriculum documentation, and operational support materials. Canines must be fully-trained detector dogs aged 11–24 months with one-year genetic health guarantees, sourced in compliance with the Build America Buy America Act. Training accommodates 1–5 WICH Teams per cohort on a one-canine-to-one-handler basis, with work occurring at contractor or federal facilities and operational ports of entry.
Evaluation prioritizes technical experience and capacity specific to WICH Team training, technical approach with detailed methodology, management plan with identified key personnel, and past performance; technical capabilities and past performance combined are weighted significantly more than price. Offerors must submit quotes via email to keith_rose@ios.doi.gov including completed SF 1449, UEI, technical capabilities evidence, three past performance references with specific project details, and detailed pricing breakdown distinguishing costs with and without housing or lodging. The NAICS code is 115210, Support Activities for Animal Production.
