About this opportunity
The US Department of Agriculture (USDA) is seeking contractors to produce one-year-old greenhouse-grown containerized conifer seedlings. The contractor will be responsible for providing all necessary records, tools, equipment, labor, materials, and laboratory tests, and perform accepted horticultural practices currently in use in the seedling nursery industry. The anticipated period of performance is one base year and four option year periods.
List of products and services to be provided:
- Production of one-year-old greenhouse-grown containerized conifer seedlings.
- Provision of all necessary records, tools, equipment, labor, materials, and laboratory tests.
- Performance of accepted horticultural practices currently in use in the seedling nursery industry.
- Compliance with the standards of the Oregon Department of Agriculture.
- Delivery of seedlings to specified locations.
- Maintenance of seedlings until delivery or pick-up by the Government.
- Provision of a forklift and personnel to load the Government trailer if seedlings are picked up at the Contractor’s storage facility.
- Maintenance of seedling temperatures within the shipping container between 33° and 35° F.
- Preparation and provision of a nursery shipping ticket when seedlings are loaded or delivered.
- Offer of excess seedlings to the Government.
- Disposal or sale of excess seedlings not sold to the Government.
- Compliance with deadlines for providing seedling inventories.
- Provision of an adequate workforce to complete the work within the contract performance time.

SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
This requirement will establish a BPA for conifer seedlings. The contractor shall provide all necessary records, tools, equipment, labor, materials, laboratory tests, and perform accepted horticultural practices currently in use in the seedling nursery industry necessary to produce high-quality seedlings, including watering, protective fencing, weeding and fertilizing the seedlings, and the application of herbicides, fungicides, and insecticides to control and prevent weeds, pathogens, rodents and insects as meet standards of Oregon Department of Agriculture. The anticipated period of performance is one base year and four option year periods.
The North American Industry Classification Systems (NAICS) Code proposed is 111421. The size standard for NAICS is $0.75M.

Delivery and is FOB Destination. The anticipated delivery date, and delivery point to which seedlings must be delivered will be specified in each order placed.
We are interested in mulitiple small businesses for award of the BPA that are capable of meeting this requirement. However if enough small businesses don't show interest, large businesses could be considered.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.
All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer or distributor. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort.
