About this opportunity
The United States Department of Agriculture (USDA), specifically the Animal and Plant Health Inspection Service (APHIS) Veterinary Services, is seeking multiple contractors to perform Bovine Spongiform Encephalopathy (BSE) surveillance sample collection across the United States. This solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract that will require vendors to collect obex tissue samples from cattle carcass brain stems for BSE testing. The procurement will utilize Streamlined Procedures for Evaluation of Offers under FAR Part 12.602, with evaluation criteria focused on price, technical capability, and past performance, with technical and past performance factors weighted more heavily than price. Interested vendors must submit their proposals by 12:00 PM EST on November 20, 2025, and must have access to cattle populations across various geographical regions. The solicitation is open to all business sizes, using NAICS code 561990 with a small business size standard of $16.5 million.
The contract opportunity is not set aside for any specific business type and is unrestricted, building upon a previous solicitation (12639522Q0188) that resulted in 17 IDIQ awards. The government aims to secure a minimum of two sources for each geographical area and will award contracts for a period of one year from the posting date, with a contract performance period extending through December 19, 2027. Each contract will have a minimum order requirement of $300 and a maximum order limitation of $2.4 million, depending on the targeted geographical area and vendor's access to multiple regions. The minimum contract value ensures some baseline work for contractors, while the maximum limit provides flexibility for substantial sample collection efforts. Contractors will be responsible for collecting, documenting, packaging, and shipping brain stem samples according to specific government guidelines, with pricing to be submitted per sample for different types of cattle tissue.
