About this opportunity

The U.S. Fish and Wildlife Service is soliciting quotes for a boundary archaeological survey at the Cahaba River National Wildlife Refuge in Alabama, covering 4.5 miles of new fire lines along the western and northern boundaries of the refuge. The contract requires comprehensive archaeological investigation including background and literature reviews, systematic subsurface testing, follow-up testing of positive shovel tests, technical reporting, and curation submittal in accordance with the National Historic Preservation Act. Contractors must have personnel with graduate degrees in archaeology or related fields with specific expertise in Central Alabama history. The evaluation will use a best value tradeoff method considering technical capability, past performance, and price, with the government reserving the right to award to other than the lowest priced offer. This procurement is designated as a 100% small business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million. No incumbent or current contractors are identified in the solicitation documents. While specific contract values are not disclosed, the firm-fixed-price contract structure suggests the government will pay predetermined amounts for completed deliverables. The performance period extends from contract award through October 31, 2025, providing approximately 3.5 months for completion of all survey activities. The work will be performed at the Cahaba River National Wildlife Refuge in Bibb County, Alabama, with the contractor required to conduct systematic archaeological testing along a proposed 9.8 kilometer fire line route. Site visits must be coordinated with Steven Trull at the refuge, and all submissions must be directed to Contract Specialist Fred Riley via email.
